Thursday afternoon rain waters flooded the intersection of 16 th Street and Military Avenue in downtown Baxter Springs. The problem was thought to be the new drain had failed to work. The entire parking lot of the unfinished Family Dollar store and surrounding businesses were flooded. Photos by Dee Riley.
