Licensing of golf carts and utility vehicles was discussed by the Baxter Springs City Council but the plan was withdrawn by Mayor Sherry Brown when two council members objected to the Chief of Police Bryan Henderson’s proposal.
Chief Henderson brought a licensing plan to the council which would require UTVs and golf carts to meet certain safety standards and be insured to travel on city streets.
